Major League Rules 10-12 Rules

BASEBALL RULES:
 
Rule 1: All players who attend practice regularly shall play at least three innings. This is mandatory and it is expected of coaches Will use common sense on this rule. Additionally, each player must be allowed to play two complete Games during the course of the season.
All players will be Treated fairly as far as playing time is concerned. This includes coach’s children.
Rule 2: It is mandatory all batters and base runners in league play and batting practice wear protective helmets at all times and in the proper manner.
Rule 3: All players not at bat must remain on the bench in the dugouts with the exception of the on-deck batter. Coaches must remain in the coaches boxes at first and third base except during time-outs.
Rule 4: Coaches will be allowed in the dugouts only. When the team is on defense coaches may stand in front of the dugout entrance but not in front of the dugout.
Rule 5: NO METAL CLEATS 
Rule 6: All players will wear team uniforms and caps at all times during the game. Shirts will be tucked in front and back, and caps will be worn at the correct angle. Players without uniforms are not eligible to play in league games.
Rule 7: Players shall run on and off the field to expedite the game. It is the coach’s responsibilities to assure catchers are ready to go as soon as possible.
Rule 8: Official scorekeepers will be provided by CPRD at the start of the game and will use official score books provided.  The Official scorekeeper will sit at score table.
Rule 9: Minimum number of players on a team must be eight (8). You can borrow a rostered player from the other team.
Rule 10: Home team will be the first one listed on the schedule, and will Use the 3rd base dugout.
Rule 11: Game times as scheduled by CPRD. Visiting team will have 10 Minutes for warm up. Home team will then have 10 minutes of warm up and remain on the field to start the game. Coaches should have their players at the ball field at least 30 minutes, but no earlier, before game time.
Rule 12: Game length Game time
Majors-6 innings 1:45 time length
MERCY RULE: Game will be considered official if one team leads by 15 runs after 4 innings, but the gam will be allowed to continue as a scrimmage by mutual coaches consent.
The scrimmage WILL be umpired.
Rule 13: Games called by weather or other valid reasons will be considered complete games after 4 innings. Losing team must Bat in minimum number of innings shown. 
Rule 14: Umpires will note starting time of game and notify coaches. No inning will start after the expiration time limit and umpire’s
Determination of expiration time will be final. If an inning is
Started before expiration time it will be finished. The home plate umpire will note the starting time and will direct the official scorekeeper to write it in the official book. 
Rule 15: Incomplete games will be replayed in their entirety. Games rained out or other wise canceled will be rescheduled by the Recreation District.
Rule 16: The Recreation Department will furnish Umpires.
Rule 17: The infield fly rule will apply to all leagues except rookie.
(Explanation of infield fly rule: With runners on 1st and 2nd or 1st, 2nd, and 3rd with less than 2 out, and a routine fly ball is hit in the infield, the umpire calls “Infield fly” if fair, and the batter is out.)
Rule 18: An umpires decision that involves judgment, such as but not limited to, balls and strikes, or whether a runner is out or safe is final. No coach shall object to any such judgment decisions.
a. If there is a reasonable doubt that an umpire’s decision may be in conflict with the rules, only the coach may appeal that decision. Such an appeal will be made to the umpire who made the questionable decision and he in turn can ask the other umpire or the League Supervisor (Russ Davidson).
b. No umpire shall criticize or seek to reverse another umpire’s decision unless asked to do so by the umpire who made the call originally.
c. No umpire may be replaced during the game unless he is injured or becomes ill.
Rule 19: Field supervisor(Russ Davidson) will handle All disputes. If the Supervisor cannot solve the problem; then the league director(Greg Smith) will become involved. His decision is final.
Rule 20: Coaches will be assigned by the Colstrip Recreation District and are required to exhibit good sportsmanship as well as be a good role model at all times. If in the view of the Rec. Dist. a
Coach does not display qualifications necessary for teaching good sportsmanship or brings discredit to the CPRD Baseball program; it is within the power of the Rec. District to remove that coach or coaches.
Rule 21: The Major league will play under regular baseball rules, except where noted in CPRD LEAGUE RULES.
Rule 22: There will be no harassing the pitcher while he is in the field and shall not be called by name. This rule will be enforced by the umpires.
Rule 23: Throwing safety helmets or other equipment will not be tolerated. This includes flipping helmets off in disgust. Coaches have the responsibility to ensure this will not be done.
Rule 24: PITCHING LIMITS:
Majors---6 innings in calendar week.
(A calendar week will be from Monday to Sunday)
One pitch constitutes an inning pitched. The same pitching rules apply to tournaments.
Pitching statistics will not apply to innings pitched after a games been shortened under RULE 12.
Rule 25: There will be no official protest of judgment calls or player infractions; REASON: has no bearing on league standings since there are no league rankings. Coaches can talk to officials/ league supervisor about a call they feel was miss interpreted. Must be done before next pitch is completed.
Rule 26: A coach is entitled to visit the pitcher’s mound only once an inning. After the 2nd visit the pitcher must be replaced.
Rule 27: The calling of “Time Out” is at the discretion of the umpire, and will not be used by the defensive team as a measure to prevent base runners from advancing.
Rule 28: Base coaches may not touch base runners or otherwise physically help them. If they do, the runner will be declared out.
Rule 29: No player may attempt to dislodge a ball from a defensive player by “crashing” into the defensive player. If a base runner must either slide or otherwise avoid contact with a defensive player that is attempting to make a play. If the base runner crash into a defensive player in a way that in the judgement of the umpire is flagrant, the base runner will be ejected. Unless a defensive player is attempting to make a play, he/she may not block a base runners ability to touch a base.
Rule 30: If a coach does not intend to play a player he must notify the League Supervisor (Russ Davidson) and Umpire-in-Chief (Russ Davidson) IN WRITING before the game begins and state the reason why. The League Supervisor (Russ Davidson) will have the final decision on postponements.
Rule 31: Catchers must wear all gear including an approved catcher’s mitt.
Rule 32: All catchers must wear appropriate catchers gear during the pitchers warm-up.
Rule 33: Each team is entitled to two coaches only, and their children will automatically be on their team.
Rule 34: Brothers will be on the same team unless otherwise requested. 
Rule 35: NO ADVANCEMENTS FROM 3RD EXCEPT ON LIVE BALL PLAY. 
Rule 36: Teams will need to have 8 players to start the game. A 5-minute grace period will be given before the game is declared a forfeit. If the teams want to combine players and scrimmage for that time frame they may do so upon notification of the facility supervisor
Rule 37: No practices on fields after they have been chalked!!! Coaches do not tell your team to be there 1 hour before the game time for hitting and infield practice.
Rule 38: If a Head Coach or Assistant Coach or Player is kicked out of a game by an umpire or facility supervisor they will be suspended for the next 2 games.
Rule 39: Players are prohibited from attempting to “steal” home plate on any passed balls or wild pitches.
Rule 40: If a batter throws a bat that in the judgment of the umpire could cause injury to player he/she will be warned the first time and called out if it happens a second time. Base runners must return to their bases. Third time will result in the player’s ejection from the remainder of the game.
Rule 41: Batboy or girl will not be allowed out of the dugout until play is complete.
Rule 42: Teams will clean their dugouts before leaving.
Rule 43: . For the last game, players will bring a change of clothes and turn in uniforms after the game. Coaches are responsible for reminding their players of rule 43.
NO EXCEPTIONS!!!!!!!!!!!!!!!!!!!!!!!
Rule 44: NO ALCOHOL OR TOBACCO ALLOWED AT ANY CPRD FUNCTIONS. THIS INCLUDES COACHES AS WELL AS PLAYERS.
Rule 45: Slide Rule: If there is to be a play at the plate the runner must slide or avoid the catcher. If a collision occurs the umpire will automatically rule out the runner. Additionally, the catcher is not to fake a play at home plate to force the slide. If there is not a play at the plate the catcher must get out of the way of the runner.
Rule 46: All Star Teams are not a requirement. All Star Team selection and play in tournaments will be the sole responsibility of interested Coaches or Parents.
CPRD WILL HAVE NO INVOLVEMENT AT ALL.
Interested coaches and parents who may form committees will determine the process of selecting players. CPRD employees may be involved as individuals but not as a representative of CPRD of the League.
We suggest that if there is an interest those committees get started early in the season because it does take a lot of preparation and work.
